Boston lies at the heart of the Metropolitan estuary between Cohasset and Swampscot. In Boston alone there are 11,000 structures and 85,000 people exposed to a Sandy-like storm flood. Many more persons and structures in adjacent communities are also in danger. The economic repercussions of a single Sandy-like flood would have effects reaching well into the middle of Massachusetts as well as into New Hampshire and Rhode Island.

Building on the 1988 BSA competition-winning concept of Antonio Di Mambro FAIA, all of the estuary persons and properties can be protected if the public as well as policymakers collaborate to solve the problem. The danger offers architects, landscape architects, planners, and urban designers an opportunity to plan for the extensive development opportunities of creating a 14-mile dike barrier eight miles out from Deer Island.
