Discussion and Site Visit to The Group Housing Project: Carlisle, MA

The small semi-rural Town of Carlisle is supporting an innovative response to the provision of housing for developmentally-disabled adults. In a 2013 Master Planning Study for a Town-acquired, with a tax exempt override, 5-acre property was commissioned by the Town of Carlisle Affordable Housing Trust Fund (CAHT) and produced by Abacus Associates architects + planners in collaboration with Ryan Associates. Following the acceptance of the Master Plan report, the Town authorized $125,000 in Community Preservation Act funds to be used to facilitate the development of the project. The CAHT also entered into a 99-year ground with the Carlisle Housing Authority (CHA) to lease 1.36 acres land for the purpose of developing two group homes which would provide not more than 10 bedrooms and qualify to be eligible for Carlisle's Chapter 40B Department of Housing and Community Development (DHCD) Subsidized Housing Inventory. Following the release of an Request for Proposal for a ground lease developer, in 2015 the CHA selected TILL, Inc. in collaboration with Davis Square Architects to design, finance, construct and operate the homes.
