Mission: The Board of Building Regulations and Standards (BBRS) monitors Massachusetts building codes and construction supervisor licensing. The Board also licenses concrete testing labs and technicians, approves manufactured buildings and related inspection procedures, approves native lumber producers, and certifies municipal building inspectors.

To Whom is it Responsible: The BBRS is housed within the Office of Public Safety and Inspections (OPSI) within the Massachusetts Division of Professional Licensure (DPL). DPL is housed within the Office of Consumer Affairs and Business Regulations (OCABR) which falls under the Administration of the Executive Office of Housing and Economic Development.

What is the size of the commission, agency, etc.?

The board consists of eleven members, one of whom shall be the state fire marshal, or his designee, one of whom shall be the chief of inspections of the division of inspection of the department of public safety or his designee, both of whom shall serve ex-officio and shall be voting members of the board, and nine persons to be appointed by the governor, one of whom shall be a registered architect, one of whom shall be a registered professional engineer who is a mechanical engineer, one of whom shall be a registered professional engineer who is a structural engineer, one of whom shall be a representative of the building trades, one of whom shall be a general contractor of commercial or industrial buildings, one of whom shall be a building contractor of one or two-family homes, one of whom shall be a head of a local fire department, one of whom shall be an inspector of buildings in a town and one of whom shall be an inspector of buildings in a city.

Professional experience and background expected of the nominee.

Registration as a licensed architect in the state of Massachusetts is required. There is preference for someone with experience and knowledge of both the residential and commercial building code.

Duration of the appointment.

Board of Building Regulations and Standards members are appointed for five-year terms.

Frequency of meetings.

BBRS meeting are held every 2^nd Tuesday of the month, every month. Meetings start at 10:00 a.m. and are typically held in either Milford or Boston. BBRS 2020 Meeting Schedule

Actions typically undertaken at meetings.

Review and approval of prior meeting minutes; Status update or review and/or approval of action items from previous meetings; Review of next edition 780 CMR topics; Consideration/Approval of Construction Supervisor Licenses (CSL’s); Review and approval of actions contained in Building Official Certification Committee meeting minutes; Review of concrete testing laboratory renewal applications; Other items as brought to the Board.

3-4 hours.

Average preparation time needed above and beyond meeting time.

One to two hours.

Stipend, if any, and/or expense reimbursements.

Each member of the board who is not otherwise an employee of the commonwealth shall receive from the commonwealth fifty dollars for each day or portion thereof spent in the performance of his official duties; provided, however, that the total sum paid to any member in any fiscal year shall not exceed three thousand dollars. Each member shall be paid necessary traveling and other expenses incurred in the performance of his duties.
